The circular published in the Official Gazette with the signature of President Recep Tayyip Erdoğan officially announced the National Green Finance Strategy and Action Plan (2026-2029), prepared in line with Türkiye's climate change mitigation and sustainable development goals.
The circular stated that Türkiye has developed multifaceted policies to strengthen the alignment between its national development priorities and the global climate agenda, and that this approach has been expanded to include the transformation of the financial system.
The circular, which emphasized active participation in multilateral platforms, particularly the United Nations climate regime, noted that significant steps have been taken to develop financial instruments supporting the green transformation, integrate climate-related risks into financial decision-making processes, and direct capital flows toward sustainable investments.
The circular, which drew attention to the critical role of the financial system in the green transformation, stated that this transformation will help Türkiye both benefit more effectively from international climate finance and strengthen its green growth through domestic dynamics, thereby increasing its competitiveness in global value chains.
Framework and objectives of the strategy
The strategy, prepared under the coordination of the Ministry of Treasury and Finance in cooperation with all relevant ministries, financial regulatory and supervisory authorities, and private sector stakeholders, covers the 2026-2029 period.
The strategy document includes three main objectives, 11 targets, and 45 actions: "Establishing the Necessary Infrastructure for a Transparent and Measurable Green Finance Ecosystem," "Strengthening Institutional Capacity and Human Resources in Green Finance," and "Creating Market Mechanisms for the Development of Green Finance."
In a statement, the ministry said the strategy focuses on priority policy areas such as expanding green-oriented regulations and practices in financial markets, strengthening market infrastructure, and enhancing coordination among stakeholders.
COP31 emphasis
The circular noted that the 31st session of the United Nations Climate Change Conference of the Parties (COP31), to be held under Türkiye's presidency and hosting, will make the country's vision in combating climate change and sustainable finance more visible on the international stage.
The circular emphasized that the COP31 process will be an important opportunity to present the aims and targets set out in the National Green Finance Strategy and Action Plan internationally and to strongly demonstrate Türkiye's determination in green transformation.
