The TBMM Plan and Budget Commission convened under the chairmanship of AKP Samsun Deputy Mehmet Muş and completed the discussions on the 24-article bill proposing amendments to various laws. After the vote, the bill was approved in the commission.
The bill included provisions for redefining staff ratios in the police force, establishing the legal framework for the electronic notification system, providing tax exemptions for commercial plate transfers, and regulations aimed at preventing tax losses in the fuel market.
Highlights
- Electronic notification was made mandatory for certain taxpayer groups.
- It was stipulated that electronic notifications sent would be considered delivered at the end of the fifth day.
- Those with 90% or more disability were exempted from the system, and those aged 65 and over were given the option to exit the system upon request.
- The maximum staff ratios for director and chief ranks in the police were reorganized.
- Controversial sanction provisions related to press announcements were removed from the bill text.
New framework for electronic notification
With the amendments approved in the commission, new provisions regarding electronic notification were introduced in the Tax Procedure Law. The electronic notification system became mandatory for corporate tax payers, income tax payers taxed on a real basis, collective and ordinary limited partnerships, and first registrants of certain motor vehicles.
According to the regulation, notifications sent electronically will be considered delivered at the end of the fifth day following the date they reach the recipient. Those with 90% or more disability are exempted from the system, while those aged 65 and over can exit the system upon request.
Changes in police staff ratios
The bill will increase the maximum staff ratios for police chief and chief ranks. The upper limits for first-class police chief, second-class police chief, and police chief positions will be redefined.
Individuals who were dismissed from police schools due to health reasons but later completed their education by court decision will also be given the opportunity to return to public service under certain conditions.
140 new courts to be established
The bill envisages the establishment of a total of 140 new courts to accelerate justice services. These include heavy penal, juvenile courts, criminal courts of first instance, civil courts of first instance, labor, family, commercial, and consumer courts.
This expansion in the judiciary aims to speed up processes in areas with high case density.
Tax exemption for commercial plates
With the amendment to the Income Tax Law, earnings from the sale of commercial taxi, minibus, dolmuş, and service plates will be exempt from income tax. The transfer of the same plates will also be exempt from Value Added Tax.
An opportunity is also introduced for taxi operators to benefit from revenue-based profit determination for businesses meeting certain conditions.
Critical retreat in press regulation
The bill also included notable regulations related to the press field. With the amendment to be made in the Press Announcement Agency legislation, a legal infrastructure will be established for the Press Announcement Agency General Assembly to determine criteria such as the number of news, staff, content, readership, and publication duration of internet news sites.
With the amendment proposed by the AKP and approved in the commission, the regulation on press publication principles for newspapers, magazines, and internet news sites included in the initial version of the bill was removed from the text. Thus, provisions allowing penalties for cutting official announcements and advertisements due to violations of press publication principles, as well as supervision and sanction mechanisms, were removed from the bill.
Sanctions related to the readership of internet news sites were also removed from the regulation, and the article was reshaped to regulate sanctions to be applied only in case of non-compliance with the qualifications, duties, and obligations stipulated by law.
