The text of a draft memorandum of understanding reportedly prepared between Iran and the US has been made public. The unofficial document includes provisions for the two countries to halt the conflict, initiate negotiations, and set a 60-day timeline for a more comprehensive agreement.
According to the text, Iran and the US would acknowledge that the war has immediately and permanently ended on all fronts, including Lebanon, upon signing the agreement. The document emphasizes that both parties must avoid hostile actions against each other, refrain from using force, and respect mutual sovereignty and territorial integrity.
The initial articles foresee that both sides will conduct negotiations to reach a final agreement within a maximum of 60 days — extendable by mutual consent. The final agreement is expected to confirm the provisions of the memorandum and be bound within an internationally enforceable framework at the last stage.
The document also lists commitments such as lifting the naval blockade immediately after signing, restoring commercial shipping traffic to pre-war levels within 30 days, and withdrawing military forces around Iran within 30 days after the final agreement. Iran is also expected to remove technical obstacles and neutralize mines to reopen commercial passage between the Persian Gulf and the Sea of Oman.
$300 Billion Reconstruction Plan
The draft states that the US, together with its regional partners, will establish a comprehensive plan including at least $300 billion in funding for Iran’s reconstruction and economic development. The implementation mechanism for this plan is to be finalized within 60 days as part of the final agreement.
Another section of the text claims that the US commits to gradually lifting all existing sanctions, including those imposed by the UN Security Council, the International Atomic Energy Agency, and both primary and secondary US sanctions.
It is reported that Iran reaffirms it will never produce nuclear weapons. The fate of enriched materials and other nuclear-related issues will be addressed separately in the final agreement.
Sanctions and Frozen Assets
The document states that until the final agreement is reached, the current situation will be maintained: Iran will keep its nuclear program at the existing level, the US will not impose new sanctions, and will not increase its military presence in the region. According to the text, the US Treasury Department will immediately issue export exemptions for Iranian oil and petrochemical products; banking, insurance, and transportation sectors will also be regulated accordingly.
Frozen or restricted Iranian assets will be released depending on the progress of negotiations and will be used for payments determined by Iran’s Central Bank. The text concludes that a monitoring mechanism will be established and the final agreement will be approved by a binding UN Security Council resolution.
