President Recep Tayyip Erdoğan announced that the bill on the PKK disarmament process will be submitted to the Turkish Grand National Assembly (TBMM) in the coming days.
In a public speech on Wednesday, Erdoğan stated that the law would constitute the next stage of building a "terror-free Türkiye." He said that funds previously allocated to the conflict could be redirected to investments and services for the benefit of the country's citizens.
Erdoğan said, "With the support of political parties, we will take another step toward completing the process of building a terror-free Türkiye," adding that the completion of the process would relieve the country of a heavy economic burden and that the benefits would be shared by 86 million citizens.
Erdoğan also highlighted the cost of the decades-long conflict, asserting that terrorism has caused Türkiye an annual loss exceeding $50 billion. He further argued that lost tax revenues amounted to approximately $123 billion, and that these resources could be used for development projects, employment, and public spending.
Parliament Speaker Numan Kurtulmuş had previously stated that the assembly planned to approve a "framework law" to provide a legal basis for the PKK disarmament process. Kurtulmuş said the bill was expected to be taken up this week or next, before parliament goes into summer recess.
The process concerning the PKK began with an initiative by the group's imprisoned leader Abdullah Öcalan in February 2025. In May 2025, the PKK held a congress and decided to dissolve the organization and end the 50-year armed conflict with Türkiye. The implementation phase of the disarmament process started on July 11, 2025, while the TBMM established a special committee to oversee the implementation of the process.
