President Recep Tayyip Erdoğan addressed the nation after the Cabinet Meeting held at Beştepe. Erdoğan said the meeting had addressed current developments in domestic politics, the economy, security and foreign policy, adding, “The direction of the world shows that preserving the atmosphere of peace and stability in our country will become even more important for Türkiye in the period ahead.”
“Türkiye has never been found in the streets”
Emphasizing that Türkiye is a country where 86 million people live together in unity, solidarity and brotherhood, and an island of peace in its region, Erdoğan said, “If there are those who, emboldened by the events in some European countries, are dreaming of a similar attempt, let them know this: Türkiye has never been found in the streets. Nor is it a country that will be surrendered to the streets.”
Erdoğan also criticized the “war jargon” used by the opposition in recent days, saying it did not serve Türkiye. Responding to criticism over press freedom, Erdoğan said, “Those who openly threatened press organizations, journalists and television channels in public squares until just the other day cannot lecture us on press freedom.”
“We stand against those who pour fuel on the fire”
“As Türkiye, we are sincerely working with all our capabilities to extinguish this fire, ease the suffering and stop the bloodshed against those who pour fuel on the fire in our geography with expansionist ambitions,” Erdoğan said. He stated that they defend the rights of their brothers everywhere from the Balkans to the Turkic republics, and said they were also focusing on establishing new partnerships with countries with which relations remain limited.
Intensive diplomatic schedule
Erdoğan recalled that a military framework agreement had been signed with Cambodia on October 16 and that relations between the two countries had been elevated to the level of a strategic partnership following Canadian Prime Minister Mark Carney’s visit. He said three new agreements had been signed with Canada in the fields of defense, air transportation and energy, that negotiations on a free trade agreement would begin before the end of the year, and that the trade volume, currently around $3 billion, was targeted to rise first to $5 billion and then to $10 billion.
Erdoğan announced that they would host Kazakhstan’s President Kassym-Jomart Tokayev in Ankara on Wednesday, that the 103rd anniversary of the Republic would be celebrated with guests from the Turkic world, and that Beştepe National Forest would be opened to public use on the same day.
“On Friday, October 30, we will once again host in Ankara the 13th summit of the Organization of Turkic States, which we regard as our family council. I believe that, as the Turkic world, we will once again stand united against those who seek to drive a wedge into our unshakable brotherhood,” Erdoğan said.
Erdoğan said he would visit South Korea after the summit and that, upon his return, they would host the COP31 Summit in Antalya with the participation of numerous heads of state and government.
Messages on Libya and the Eastern Mediterranean
Erdoğan recalled that the memorandum on the delimitation of maritime jurisdiction areas signed with Libya on November 27, 2019, had been approved unanimously by Libya’s House of Representatives the previous week. He said it was highly significant that the principle of “one Libya, one state,” advocated by Türkiye, had been realized in the context of the memorandum.
“As Türkiye, we do not want to see division or separation either in Libya or in any other Muslim land. God willing, this wish of ours will also become a reality in Libya,” Erdoğan said. Emphasizing that the reactions following the approval of the memorandum, particularly from the European Union, had no legitimate grounds, Erdoğan said, “In the Eastern Mediterranean, so to speak, we are not seeking to score a goal against anyone. We are simply concerned with protecting our maritime jurisdiction areas, rights and interests.”

“I once again remind those seeking to exclude Türkiye from the Eastern Mediterranean that we expect respect for the shared will of our country and Libya,” Erdoğan said.
2027 budget and retirees
Erdoğan said the 2027 Central Government Budget Proposal had been submitted to Parliament, announcing that budget expenditures had been calculated at 27 trillion 276 billion liras and revenues at 23 trillion 408 billion liras. He said allocations for urban transformation had been increased by 176% to 276 billion liras, the social housing allocation had been increased by 150% to 250 billion liras, and 769 billion liras had been allocated to address earthquake damage and strengthen disaster resilience.
Erdoğan said growth was projected to finish at 3.3% in 2026 and 4.2% in 2027, while employment was expected to increase by 657,000 people next year and the unemployment rate to fall to 8%. He noted that education had received the largest share of the budget, at 13.7%, while a total of 3 trillion 454 billion liras had been allocated for defense and security spending.
Regarding retirees, Erdoğan said, “In the 2027 budget, we are creating the financial means to further improve the situation of our retirees, who are highly valued by us. We hope to implement the legal regulation required for this by the end of the year, within the framework of justice and fairness and with the approval of the Grand National Assembly of Türkiye.”
Tensions in Iran and fuel prices
Erdoğan said the possibility of an attack on Iran had driven up fuel prices, adding, “We do not want to see new areas of tension and conflict in our region. Nor do we want to pay the price of a war started by others.”
