Baghaei addressed talks between Iran and Oman over the Strait of Hormuz at his weekly press conference in Tehran.
Baghaei said the two countries were engaged in serious negotiations to establish a safe shipping route through the strait and had made progress. He said the agreement was expected to be registered with the International Maritime Organization in the coming days.
Tensions in the Strait of Hormuz
Baghaei claimed that the US naval blockade of Iran and its economic pressure targeted not only Iran but also the international community, free trade and the principles of the United Nations Charter.
Baghaei argued that recent developments in the Strait of Hormuz could not be described merely as a "tanker war," as some circles had characterized them. He said the events in the region were part of a broader situation that began with actions by the United States and Israel.
Baghaei alleged that attacks on commercial vessels had been initiated by the United States and constituted a "terrorist act." He said Iran had the right to defend itself and would continue taking measures it deemed necessary in this context.
Pilots allegedly held in Qatar
Baghaei announced that the situation of three Iranian pilots allegedly being held in Qatar was also being followed through talks.
Baghaei said a technical delegation had visited Qatar to discuss the pilots' situation and that technical talks and negotiations were continuing. He said the Qatari delegation had held a positive meeting with Iranian Foreign Minister Abbas Araghchi in Tehran on Saturday.
Baghaei also said delegations from Oman and Pakistan had visited Tehran last week and met with Iranian officials, adding that contacts with regional countries seeking to reduce tensions were continuing.
Possible South Korean military presence
Addressing the possibility of South Korea establishing a military presence in the Strait of Hormuz, Baghaei said such initiatives would make the problems in the region more complex.
Baghaei argued that joining US actions would amount to becoming complicit in aggression.
