AK Party and MHP deputies submitted a bill to the TBMM Presidency that includes new regulations for the rights of martyrs' families and veterans.
AK Party Group Deputy Chair Leyla Gül introduced the bill at a press conference she held with TBMM National Defense Committee Chair Hulusi Akar and other deputies. Gül stated that they regard the families of martyrs and veterans as "a trust," and that intensive work has been carried out for two years to find solutions to their problems.
Minimum income guarantee and increased care support
Under the bill, a minimum income guarantee equal to the net minimum wage is introduced for the total monthly allowances paid to the parents of those who died from duty-related disabilities and martyrs. The home care support provided to veterans in need of care is increased from 2 times the net minimum wage to 2.5 times.
New rights for veterans not classified as disabled
With the regulation, important steps are also taken for personnel who were wounded during counterterrorism operations but not classified as disabled. Those wounded by shrapnel or bullets will be granted the title of "veteran," receive a monthly allowance, and have their social rights strengthened. Monthly allowances are also envisaged for public officials and civilians wounded in the July 15 coup attempt for whom a disability rating has not been determined.
Improvements for privates, non-commissioned officers, and village guards
With an amendment to the Anti-Terror Law, increases are provided in the allowances of duty-disabled non-commissioned officers and privates, village guards, military students, and civilians. Accordingly, those with at least a four-year higher education degree will have their pension contribution base salary calculated at Grade 8, Step 1, and others at Grade 10, Step 1. Additional indicators will increase from 2,100 to 3,600 as the grade rises. The total monthly allowance cannot be less than the product of an indicator of 35,398 and the civil servant salary coefficient.
Additionally, those from the Turkish Armed Forces, Gendarmerie, Coast Guard, National Intelligence Organization (MIT), police force, village guards, and military students who are wounded as a result of terrorist acts will receive a monthly allowance based on an indicator of 17,135, even if they are not classified as disabled. The injury must be of a level that cannot be treated with simple medical intervention, and a causal link must be established by a health board report that includes at least one forensic medicine expert. Applications may be made within one year.
Enforcement and other provisions
Part of the bill will take effect starting from the payment period following its publication, and some provisions will be effective as of September 1, 2026. The age limit for the re-examination right of privates and non-commissioned officers is set at 55.
Leyla Gül said, "With this bill, we are solving the problems for the mothers and fathers of our martyrs, veterans not classified as disabled, veterans in need of care, veteran privates, village guards, military students, civilians, our July 15 veterans, and duty and war-disabled."
