The Istanbul Chief Public Prosecutor’s Office said on Oct. 14 that it is investigating Halk TV owner and board chairman Cafer Mahiroğlu on charges of bribery, bid rigging and laundering proceeds of crime. Detention orders were issued for 17 suspects, 11 of whom were taken into custody in simultaneous raids.
Four suspects are abroad, one is already in prison on a separate charge and police are searching for another, according to the prosecutor’s statement. Mahiroğlu is also abroad.
Allegations over Izmir tenders

Prosecutors allege that Mahiroğlu used his connections at the Izmir Metropolitan Municipality to set up a vehicle maintenance company, Bustech, that obtained municipal contracts at inflated prices, and that 14.46 million liras in unrecorded bribes were paid in connection with the tenders.
Data from Türkiye’s financial crimes unit MASAK show a combined transaction volume of about 30.35 billion liras for companies in which Mahiroğlu is a partner or manager, the statement said, adding that high-value international SWIFT transfers and a mismatch between his assets and declared income were also under review.
A criminal judgeship of peace ordered the seizure of companies linked to Mahiroğlu and appointed the TMSF as trustee. Prosecutors said Mahiroğlu was also wanted in a separate bid-rigging probe into the Istanbul Metropolitan Municipality and had left Türkiye on March 10, 2025. The allegations have not been proven in court.
