Zakharova assessed Türkiye’s proposal to Russia and Ukraine for a moratorium on military activities in the Black Sea. She said Russia had not received an official Turkish request specifying the initiative’s terms.
Distance from a return to the Black Sea Initiative
Zakharova said Russia did not consider a return to the Black Sea Initiative, which temporarily halted military activities in the Black Sea, appropriate. She added that reciprocal steps would be necessary to implement the agreement.
Zakharova said military activities had been suspended at the time in exchange for ensuring Russian agricultural products’ access to global markets. She argued that the initiative was terminated because of Western countries’ bad-faith approaches, the corridor’s use in attacks against Russia and the continuation of sanctions on Russian agricultural products.
Allegations of attacks on civilian vessels
Zakharova alleged that Ukrainian military drones regularly attacked civilian vessels belonging to countries bordering the Black Sea. She described these actions as a deliberate policy aimed at destabilizing civilian maritime transport in the Black Sea.
Zakharova said Russia saw no preconditions for improving the situation and that there was no justification for limited measures that she believed would only provide temporary respite to the Ukrainian authorities.
Emphasis on the root causes of the crisis
Zakharova said the Ukraine crisis could be resolved only by eliminating its root causes.
Russian Foreign Minister Sergey Lavrov had also said that Türkiye supported keeping the Black Sea stable and that an agreement was needed to ensure that vessels in the region would not be targeted in attacks.
