With amendments to Ukraine's 2026 state budget, defense and security expenditures were increased by 1.56 trillion hryvnias. This raised the total for this category to 4.4 trillion hryvnias, marking the highest level recorded since the war began.
Prime Minister Yuliya Svyrydenko announced the decision via Telegram and thanked the members of parliament for supporting the amendments.
Significant Increase in Defense Spending
According to the amendments, with the defense and security budget rising to 4.4 trillion hryvnias, 2.3 trillion hryvnias will be allocated for the purchase of weapons and military equipment. More than 1.45 trillion hryvnias are planned for soldiers' salaries.
The budget adjustment covers not only frontline expenses but also regional resilience plans. This includes 40 billion hryvnias allocated for protecting critical infrastructure and backup power systems for electricity, water, and heating services. It was noted that Ukraine will receive 45 billion euros this year, with 31.8 billion euros directed to defense capacity and 13.2 billion euros to budget support and deficit financing.
The Ministry of Finance also reported that general budget revenues for 2026 will increase by 2.29 trillion hryvnias to reach 5.19 trillion hryvnias. A decrease of 276.3 million hryvnias in expenditures is anticipated.
Military Tax to Be Transferred to a Special Fund
The law also stipulates that from July 1, 2026, military tax revenues will be directed to a special state budget fund. These resources will be used for soldiers' salaries.
According to the new regulation, export taxes on military and dual-use products will also be used for weapon purchases, modernization, development of the defense industry, new technologies, and soldier payments.
Additionally, 37.2 billion hryvnias will be transferred to the Reserve Fund. Ukraine's parliament, the Verkhovna Rada, approved the amendments in the second reading and plenary session on June 10, with 242 deputies voting in favor.
