In Adana, 49 suspects detained as part of an investigation into Çukurova Municipality were brought to the Forensic Medicine Unit for medical checks after their procedures at the gendarmerie were completed. The suspects were sent to court after the checks.
The investigation was launched over allegations of irregularities in tenders and direct procurements carried out by the municipality, as well as the improper use of the exemption provision under Article 3/g of Public Procurement Law No. 4734 in purchases made through a municipality-affiliated joint-stock company.
Charges in the investigation
The case alleges that contractors receiving work from the municipality took bribes in exchange for progress payments and that some municipal employees received salaries despite not actually going to work. The investigation is being conducted on charges of “forming, managing and being a member of an organization for the purpose of committing a crime,” “bribery,” “aggravated fraud” and “bid rigging.”

Teams from the Adana Provincial Gendarmerie Command’s Anti-Smuggling and Organized Crime Branch conducted an operation targeting 51 suspects three days ago. In the first phase of the operation, 44 people were detained, and the number of detainees later rose to 49.
Proceedings launched against 51 suspects
Following tips included in the case file, tender and direct procurement documents from Çukurova Municipality for 2024, 2025 and 2026 were obtained. An operation was ordered based on a report prepared by a three-member panel of experts after examining these documents, along with other evidence obtained as part of the investigation.
Among the 51 suspects against whom proceedings were launched are Çukurova Mayor Emrah Kozay, former mayor Soner Çetin, four deputy mayors and one executive of the municipality-affiliated joint-stock company. The search continues for two suspects who are subject to detention orders.
