AK Party Group Chairman Abdullah Güler announced that they submitted the bill titled 'Strengthening National Solidarity and Social Integration' to the Turkish Grand National Assembly with the signatures of 360 deputies.
At a press conference in the capital Ankara, Güler stated that the bill consists of 12 articles and includes enforcement provisions. He thanked President Recep Tayyip Erdoğan, MHP Chairman Devlet Bahçeli, and the political parties and deputies who supported it.
Güler said, 'We submitted the bill to the Parliament Speaker's Office with approximately 360 signatures. In the coming period, we expect other deputies to join the signatories in accordance with the internal regulations.'
He stated that the Chairman of the Justice Committee will convene the committee 48 hours later, on Friday afternoon, and that deliberations on the bill will begin.
'Terror-Free Turkey' process
Güler explained that the National Solidarity, Fraternity and Democracy Commission, established within the scope of the 'Terror-Free Turkey' process, held its first meeting on August 5, 2025 under the chairmanship of Parliament Speaker Numan Kurtulmuş, and subsequently held approximately 18 meetings, consulting the views of 137 people.
Noting that the commission completed its work last February and prepared its final report, Güler said that the government carried out comprehensive work based on the report's recommendations, consulted with relevant institutions and experts, and also held talks with the MHP and the DEM Party.
Content of the bill
He said the purpose of the bill is to regulate the procedures for the suspension of judicial processes after the security institutions determine that the PKK and all affiliated structures have ceased to exist de facto, that all their weapons and ammunition have been surrendered, and the relevant National Security Council (MGK) decision is published in the Official Gazette.
Güler emphasized that intentional killing crimes committed within the scope of the organization's activities, as well as crimes committed before June 1, 2005 that require aggravated life imprisonment or life imprisonment, are excluded from the scope of the law.
He stated that the Ministries of National Defense and Interior will keep records of the weapons, equipment and ammunition to be surrendered in coordination with the relevant institutions.
He also stated that persons performing the duties stipulated in the law will not bear legal, administrative or criminal liability for actions taken during these duties.
Öcalan's situation
In response to a question about the situation of the organization's leader Abdullah Öcalan, who is serving a life sentence, Güler replied, 'The bill does not include any special status or regulation on this matter. Such issues can be regulated by administrative decisions. Prison administration is under the authority of the Ministry of Justice, while security outside the city is the responsibility of the Gendarmerie General Command.'
