Work is underway to require all rental agreements to be prepared through e-Government.
The first phase of the service, which enables tenants and landlords to prepare rental agreements securely, was made available to the public on November 4, 2024. In this phase, the agreement prepared by the individual property owner through the rental agreement section on the e-Government Gateway is submitted for approval by the tenant and, if applicable, the guarantor.
Real estate agents also included in the system
The second phase of the service began on May 9, 2025. Real estate agents and authorized individuals can now prepare agreements and submit them for approval by the property owner or co-owner, the tenant and, if applicable, the guarantor.
The service's functions are being improved in line with user requests. Error correction and update features have also been made available as part of this work.
Material errors in approved agreements resulting from spelling, numerical or other data-entry mistakes can be corrected within 15 days of the approval date. The update feature allows the parties to keep their contact information, the rent amount and details on how the payment will be made up to date.
Agreements prepared in all 81 provinces
A time-stamped, barcoded rental agreement can be created through the service, and the document can be verified via the e-Government Gateway.
So far, 72,581 rental agreements have been approved through the service. E-rental agreements have been prepared in all 81 provinces.
A video and user guide have been added to the login screen to make the service easier to use. Public service announcements prepared to help citizens learn the steps of the service are also being broadcast on television.
Şimşek: Designed without requiring additional costs
Minister of Treasury and Finance Mehmet Şimşek said the rental agreement service offered through the e-Government Gateway had attracted interest. Şimşek said the system was introduced as part of a citizen-focused approach to public services.
Şimşek said the service was designed so that citizens would not have to incur additional costs, adding that work to improve service quality was continuing. He invited citizens to complete their rental agreement procedures through the e-Government Gateway.
The service aims to eliminate the need to submit rental agreements to institutions, enable citizens to access verified information and reduce bureaucratic procedures. The system also helps prevent people without authorization certificates from mediating rental transactions and allows the ownership of the rented property to be checked.
