Australia's spy chief has warned that the country faces multifaceted threats that pose a systemic challenge to national security and are deteriorating the security environment.
Mike Burgess, director of the Australian Security Intelligence Organisation (ASIO), said in his annual threat assessment speech that while the terrorism threat level remains "probable," this designation does not fully reflect "concurrent, cascading and combined threats."
Burgess said, "'Probable' does not tell the full story. The next level on the scale is 'expected,' which applies when we have intelligence about a specific attack. We do not have such intelligence at the moment." However, he stressed that the environment has worsened and that politically motivated violent acts have become more likely than the term 'probable' implies.
Bondi attack and ASIO's record
Following a mass shooting at a Hanukkah celebration near Bondi Beach in Sydney in December that killed 15 people, ASIO resolved more than a dozen major terrorism-related cases. Police said the two attackers appeared to have been inspired by the ISIS militant group.
Burgess said ASIO has foiled 31 major terrorist plots since 2014 and that the current threat environment is more complex.
