BREAKING... The Deposit Management System, implemented under the Zero Waste Movement carried out under the auspices of Emine Erdoğan, the wife of President Recep Tayyip Erdoğan, and coordinated by the Ministry of Environment, Urbanisation and Climate Change and run by the Turkish Environment Agency, was launched across all of Türkiye yesterday.
The application, which aims to collect beverage containers before they are released into nature, integrate them into the recycling chain and reinject them into the economy, has drawn significant public interest. Under the scheme, DOA machines installed in 81 provinces pay citizens a 1 lira incentive for every plastic, glass and aluminium beverage container they return.
As of this date, supermarket chains, supermarkets, grocery stores and kiosks, as well as businesses such as hotels, restaurants and cafés across Türkiye, have also switched to the DOA system. Businesses will now deliver accumulated beverage containers to the field operator of their choice.
EMİNE ERDOĞAN: EVERY CONTAINER WILL RETURN AS VALUE TO OUR COUNTRY'S ECONOMY Emine Erdoğan, the wife of President Recep Tayyip Erdoğan, said in a social media post about the Deposit Management System: 'The launch of DOA (Deposit-bearing Containers) machines in our 81 provinces under the Deposit Management System is a significant step that turns our environmental responsibility into tangible gains.
Every recovered container will return as a breath for our nature, abundance for our resources and value for our country's economy. I wholeheartedly congratulate everyone who contributed to the project and hope that the recycling culture will be further strengthened with DOA.' THE RETURN FEE WILL BE LOADED ONTO A DIGITAL WALLET After transactions are completed at the return machines, the return fee will be loaded onto the digital wallet in the DOA application.
Citizens will be able to transfer the accumulated amount to their bank accounts or withdraw it directly as cash from ATMs. They will also be able to use it for shopping at contracted businesses. As of this date, supermarket chains, supermarkets, grocery stores and kiosks, as well as businesses such as hotels, restaurants and cafés across Türkiye, have also switched to the DOA system.
Businesses will now deliver accumulated beverage containers to the field operator of their choice. MINISTER KURUM: PUT YOUR BOTTLE IN THE DOA, EARN 1 TL Minister of Environment, Urbanisation and Climate Change Murat Kurum stated that they have rolled out the Deposit Management System across Türkiye. Kurum used the following expressions in his social media post: 'Put your bottle in the DOA, earn 1 TL. The DOA era has begun in Zero Waste.
We are rolling out our Deposit Management System across Türkiye. Thanks to DOA, 25 billion containers will be collected annually, contributing 30 billion TL to the Turkish economy. Our citizens, our nature and our country will all win; every return we make will be a clean breath for our future.' Kurum's post also included graphics containing information about the Deposit Management System.
Accordingly, thanks to the Deposit Management System, citizens will be paid a 1 TL incentive for every plastic, glass and aluminium beverage container they return. Hotel, restaurant and café businesses across Türkiye will accumulate consumed beverage containers and deliver them to the field operator of their choice.
IMPLEMENTATION BEGINS IN 81 PROVINCES AND 973 DISTRICTS Turkish Environment Agency President Nurullah Öztürk announced that the Deposit-bearing Containers (DOA) system has passed the national integration process and has begun to be implemented in 81 provinces and 973 districts. Öztürk made a press statement regarding the use of the Deposit-bearing Containers system, which will be rolled out across Türkiye.
Stating that the climate crisis, efficient use of resources and waste management are not only environmental but also economic and strategic issues, Öztürk said that recycling systems have become one of the important tools of sustainable development and green transformation.
Öztürk stated that they are resolutely continuing this transformation with the 'Zero Waste' movement carried out under the leadership of President Recep Tayyip Erdoğan and the auspices of Emine Erdoğan, and noted: 'The Deposit-bearing Containers system is one of the most important reflections of this vision. As of July 1, our DOA system is passing the national integration process and beginning to be implemented in our 81 provinces and 973 districts.
With this step, our country is becoming a significant resource management model where beverage containers are reinjected into the economy. Approximately 25 billion beverage containers are consumed in Türkiye every year. Although a significant portion of these containers is a valuable resource that can be reintegrated into production, it remains outside the system. We are implementing the DOA system to put a stop to this loss.'
A 1 LIRA INCENTIVE FEE CAN BE EARNED FOR EVERY CONTAINER Öztürk stated that the DOA system is a holistic system that ensures the separate collection of plastic, glass and aluminium beverage containers at the source, their digital tracking and their reinjection into the economy.
'Our citizens will be able to earn a 1 lira incentive fee for each eligible container by delivering their DOA-logoed plastic, glass and aluminium beverage containers to deposit return machines or manual return points,' said Öztürk, adding, 'To support the fair and sustainable operation of the system for individual returns, we have set a daily upper limit of 200 containers. The incentive fee will be transferred to the DOA wallet.
Our citizens will be able to transfer their accumulated balances to their bank accounts, withdraw them from ATMs or use them for shopping.' Öztürk stated that the system consists of 3 phases, noting that they tested Phase 1 with a pilot application in Sakarya last year, and said, 'We are moving to Phase 2, the national integration process. The DOA system has now reached a level where it will be implemented in our 81 provinces and 973 districts. Phase 3,
the final phase, will be the full expansion period.' Pointing out that their goal is to transform the system into a permanent structure that operates at the same standard in every corner of Türkiye and is easily accessible to citizens, Öztürk said: 'Every year, approximately 25 billion beverage containers become waste. When these containers are brought together, they create a volume that would cover about 100,000 football pitches.
In other words, enough plastic, glass and aluminium containers to fill about 100,000 football pitches are left in nature every year. We are implementing one of the world's largest deposit management systems to change this picture.'
Öztürk stated that within one year, they will put into service at least one deposit return point that citizens can easily reach in every neighbourhood of Türkiye, and added, 'We will also continue to stand by our businesses during this process. While the number of deposit return machines increases, we will also provide the necessary field equipment to manual return points to ensure their strong participation in the system.'
'APPROXIMATELY 65 PERCENT OF THE 25 BILLION CONTAINERS ARE GENERATED IN OUR HOTELS, RESTAURANTS AND CAFÉS' Öztürk explained that they are running the DOA system with a comprehensive infrastructure where the entire process, from producer to consumer and from return points to recycling facilities, is managed digitally.
Stating that while markets, supermarkets, grocery stores and kiosks serve as return points for citizens, hotels, restaurants and cafés make a significant contribution to the recycling chain by reintegrating the containers generated within their own premises into the system, Öztürk said, 'I want to underline the role of our hotel, restaurant and café businesses.
Approximately 65 percent of the 25 billion containers we mentioned are generated in our hotels, restaurants and cafés. Therefore, every container collected in these businesses will directly contribute to our recycling and recovery targets. Moreover, our businesses will also receive a 20 kuruş incentive fee for each DOA-logoed container they deliver in bulk.'
Öztürk explained that businesses will complete their registration through the deposit information management system and work with authorised operators, and said, 'Thanks to this structure, the collection, transportation and verification processes will be carried out in a secure, orderly and traceable manner.'
Pointing out that natural resources will be used more efficiently with the DOA system, Öztürk continued: 'We will ensure that the high-quality recycled raw material needed by our industry is met at a higher rate from domestic sources, and we will accelerate and strengthen the circular economy. The economic impact of this transformation is also extremely important.
We foresee an annual reduction of 35 to 40 percent in the import of beverage container raw materials. This development will positively affect production costs, reduce external dependency and make a significant contribution to lowering the trade deficit. We foresee that the DOA system will generate an annual economic value of approximately 30 billion lira for the Turkish economy.
Over the next 20-30 years, we expect the system to create employment for 20,000 people.' THE MACHINES WERE DEVELOPED BY DOMESTIC MANUFACTURERS Öztürk stated that they ensure strategic raw materials are reinjected into the economy within Türkiye, and that DOA is not just an environmental application but also a matter of resource security.
Pointing out that the machines used in the field were developed by domestic manufacturers, Öztürk said that the technology Türkiye has developed in this area and the operational model it has established will serve as an important reference for many countries that will set up a deposit system in the future. After his speech, Öztürk went to the DOA machine and demonstrated how the device works in practice.
