Türkiye has surpassed the target set for the 4.5G technology it launched on April 1, 2016, by raising the domestic production rate to 51%. According to the 2025 Annual Activity Report of the Information Technologies and Communication Authority (BTK) of the Ministry of Transport and Infrastructure, the domestic production rate, which was 1% in 2016, reached approximately 51% by the end of last year.
Under the obligations imposed on operators during the transition to 4.5G, they were required to use products with domestic goods certificates at a rate of at least 30% in the first four years, at least 40% in the second four years, and at least 45% in the third four years. The 45% target set for 2028 was exceeded by the end of 2024.
60% domestic production in 5G from the third year onward
With the experience gained in 4.5G, more ambitious targets have been set for 5G. In the 5G networks to be launched on April 1, 2026, the aim is to achieve a domestic production rate of at least 50% in the first year, at least 55% in the second year, and at least 60% in the third and subsequent years.
The obligations introduced with the 5G authorization will remain in effect until April 30, 2029. During this period, operators will procure all equipment for the 5G mobile private networks they will establish, from radio unit software to the core network and from the transmission network to the basic radio unit, from products that meet the definition of "National Communication Product."
SME share increased
During the 4.5G era, there was a requirement for investors to meet at least 10% of their investments in network and communication services from products manufactured by SMEs in Türkiye. This rate has been increased to 15% for 5G. Thus, the aim is to develop domestic production in communication technologies through public-private sector cooperation.
The process is supported by meetings, workshops, and focus group discussions organized under the coordination of the BTK. Development work continues on products whose prototypes have been produced within the scope of the "End-to-End Domestic and National 5G Communication Network Project" carried out by the Communication Technologies Cluster, established with the support of the Ministry of Transport and Infrastructure and the BTK.
