The amendment to the Highway Traffic Regulation has revised the rules on driver visibility, display devices, phone holders, dash cams, and sound systems in vehicles.
Interior Minister Mustafa Çiftçi said in a social media post that he hoped the new regulation would be beneficial for the nation and all drivers.
We are curbing misinformation
Çiftçi stated that they have implemented another regulation that makes citizens' daily lives easier, clarifies issues that have long caused hesitation in the public, and prioritizes traffic safety. He said, "With the new regulation, we are setting the usage limits for in-vehicle technology and equipment with clear, understandable, and objective criteria, thus preventing discrepancies in implementation and misinformation."
Phone holders and dash cams permitted
Regarding phone holders and dash cams, Çiftçi said, "Phone holders, dash cams, and other apparatuses within specified dimensions mounted on the windshield may be used provided they do not obstruct the driver's field of view. Thus, the hesitations regarding the use of navigation and dash cams will be eliminated."
Rearview mirror accessories permitted
Speaking also about accessories hung on the rearview mirror, Çiftçi shared his assessment: "Fragrance and similar accessories will not be prohibited as long as they do not block the driver's field of view and do not endanger driving safety."
No fines for factory-installed screens
Regarding multimedia and smart screens, Çiftçi said, "No penalty will be imposed on factory-installed screens and screens used for navigation, parking assistance, interior and exterior cameras, recording devices, and system settings."
Sound systems require concrete detection
Regarding in-vehicle sound systems, Minister Çiftçi noted: "The use of sound systems, subwoofers, and amplifiers that comply with the specified technical standards will be allowed. No penalty will be imposed solely for having a sound system in the vehicle as long as the sound does not disturb the public peace by carrying outside the vehicle. For action to be taken regarding sound systems, it must be concretely detected and recorded that the sound is disturbing the environment by carrying outside the vehicle."
Individual devices on buses and minibuses
Çiftçi announced that the use of individual audio and video devices provided for passengers on buses and minibuses, placed on seats or in suitable areas inside the vehicle, will continue.
Minister Çiftçi said, "We will continue to work with an approach that clarifies the rules, ensures uniformity in implementation, protects our drivers' rights, and never compromises on traffic safety."
