Kazakhstan began introducing an electronic entry permit system on November 1, 2026, for citizens of countries whose nationals can enter the country visa-free. The regulation, introduced by a government decree, also covers Turkish citizens who can enter Kazakhstan without a visa.
In the first phase, the system is being implemented at Aktau International Airport and the Urlyutöbe (Pavlodar), Avhattı (Jambıl), Atameken (Türkistan) and Nurly Jol (Jetisu) land border checkpoints. Passengers without a permit are not turned back at these checkpoints; they are informed that they need to obtain one.

In the second phase, the system will be introduced at the airports in Astana and Almaty on January 1, 2027, and at all other border checkpoints on March 1, 2027. Until the end of June 2027, the absence of an electronic permit will not be considered grounds for denying entry to the country.
From July 1, 2027, the electronic entry permit will become mandatory, and passengers without one will not be admitted to Kazakhstan. Turkish citizens planning to travel to Kazakhstan will need to follow the new regulation and obtain the required permit electronically before their journey.
