Sudan Sovereignty Council Chairman Abdel Fattah al-Burhan said the army remains determined to defeat the Rapid Support Forces (RSF), but that they remain open to genuine peace initiatives.
Speaking on Friday on the 72nd anniversary of the founding of the Sudanese Armed Forces, Burhan said the army’s campaign did not mean ignoring a genuine peace initiative.
Peace requires laying down arms
Burhan said peace efforts had continued since the first months of the rebellion, adding that they would not accept an incomplete peace or an agreement that would allow RSF leader Mohamed Hamdan Dagalo’s militias and supporters to return to power or government.
Burhan said the peace process must begin with the RSF laying down its weapons and assembling in designated areas. This must be followed by the return of civilians to their areas of residence and the restoration of services, security, protection and oversight.
Burhan said the status of fighters who lay down their arms and have not committed crimes could be assessed later. He stressed that the army’s aim was not to exclude peace, but to achieve lasting and comprehensive peace.

Dialogue involving Sudanese parties
Speaking about the political process, Burhan announced that talks had begun with national and sectoral groups that support the Sudanese state and stand behind the country’s unity and institutions. He said the talks aim to help complete all state institutions, including the legislative council.
Burhan described the establishment of the legislative council as a constitutional requirement. He said that amid the country’s tense political climate, a group of Sudanese women and men had launched an independent initiative based on the view that the crisis could be overcome only through a dialogue involving Sudanese people.
Burhan said the dialogue must emerge from within the country and include all political and social forces. He added that addressing the hardships faced by citizens and protecting their right to peace should be among the process’s priorities.
Burhan said the initiative group had proposed establishing an independent national mechanism to prepare a comprehensive Sudanese dialogue aimed at broad national consensus on the path to stability. He added that the group had emphasized that it was open to everyone and independent.
The group requested guarantees from the state for holding dialogue meetings, facilitating the participation of the parties and protecting their security. Burhan accepted the request and announced that the necessary logistical support, along with legal, political and security guarantees, would be provided.
Conflict has continued since 2023
Fighting between the army and the RSF in Sudan has continued since April 2023. According to the United Nations and international estimates, tens of thousands of people have been killed in the war and approximately 13 million have been displaced.
