The Medium-Term Program covering the 2027-2029 period envisages new institutions and schemes to strengthen the business and investment environment. The measures aim to resolve problems investors face with public administrations and reduce the time and costs involved in bureaucratic procedures.
New board to address investor problems
An Investment Coordination and Conciliation Board will be established to address administrative and implementation-related problems between investors and public administrations before they are taken to court or arbitration.
Transactions related to business and investment processes are planned to be handled through a single-window office. The program also includes reducing the administrative burdens companies face from establishment through liquidation and simplifying legislation.
While public services are to be made digital, integrated and user-focused, the program envisages facilitating companies' access to permits, infrastructure and financing during investment processes.
Institutional restructuring for market oversight
A Market Surveillance and Inspection Authority will be established to consolidate market surveillance and inspection activities currently carried out by different administrations. The structure is intended to ensure uniform implementation and prevent duplicate inspections.
Inspections concerning unfair commercial practices in electronic and retail trade will be expanded. New mechanisms will be created to develop e-commerce and make it safer.
Easier establishment for digital startups
The Digital Company scheme will be introduced to encourage the establishment of technology-based startups by providing easier company formation and exemptions during the initial phase.
Artificial intelligence will be used in industrial property registration processes to accelerate procedures and improve the quality of decisions.
Concordat and dispute processes to be revised
Legislative work will be carried out to address problems arising from the use of concordat proceedings in commercial life and prevent their abuse. The enforcement and bankruptcy legislation is also expected to be renewed in light of current conditions.
The program plans to expand the use of arbitration to resolve disputes, strengthen alternative dispute resolution methods and establish specialized courts in areas where a need has been identified.
Digital resolution platforms, online dispute resolution methods and electronic hearings will be developed. The program aims to expand electronic notification and complete the process of aligning the Personal Data Protection Law with the European Union's General Data Protection Regulation.
Investment in priority technology areas
Targeted investment-attraction policies will be implemented, taking into account the contributions of international direct investment to technology, knowledge transfer, qualified employment and exports. Target investors suited to qualified investment profiles will be identified under the Türkiye International Direct Investment Strategy.
Investments in data centers, artificial intelligence, semiconductors, battery technologies, mobility, biotechnology, renewable energy equipment and advanced manufacturing will continue to be supported as priority areas.
While connections with domestic suppliers and research and development ecosystems are planned to be increased, the program aims to boost investment flowing to Türkiye from different regions, particularly Europe, North America, the Gulf, Asia-Pacific and Central Asia.
Regulations will be introduced to increase the use of renewable energy in free zones and their contribution to the green economy. The program envisages accelerating business processes in these zones through information technologies.
Sustainable finance target for Istanbul Financial Center
The positioning of Istanbul Financial Center as a hub for international financial transactions, regional fund management, fintech, participation finance and sustainable finance will be accelerated.
A roadmap will be prepared to turn the center into an international hub of attraction in sustainable finance. Schemes that facilitate international investors' activities in Türkiye and provide integrated services for investment and financial transactions will be introduced.
Türkiye's development as a regional entrepreneurship and financial technology hub will be supported through mechanisms such as the Istanbul Finance and Technology Base, Start in Türkiye, Tech Visa and Venture Capital Investment Funds.
