Türkiye is preparing new programs to facilitate the development and production of critical products and technologies domestically. The measures aim to strengthen the competitiveness of domestic production in foreign markets.
The Medium-Term Program covering 2027-2029 is expected to include policies based on sectoral priorities to support high-value-added transformation in industry. Expanding programs that accelerate domestic production is also on the agenda.
Special mechanism for priority technology investments
The High Technology Investment Program HIT-30 will support large-scale investments in priority technology sectors through project-based mechanisms tailored to specific needs.
A new advance loan program based on investment commitments will also be implemented alongside the existing investment incentive system. The program aims to increase exports in productive sectors and support high-value-added product groups.
In addition, a new application category is planned for high-quality but relatively smaller-scale investments in the manufacturing industry.
Supply security and domestic sourcing goals
The new strategic initiative program will contribute to investments that strengthen supply security, reduce external dependence and have a high research and development content. The program is expected to align with the twin-transition goals.
Under the roadmap, the government also plans to support the domestic production of critical components needed for competitive manufacturing in priority sectors. State aid will be structured to prioritize companies that deliver tangible gains in energy efficiency, create employment and increase export volumes.
Support for regional development and agricultural investments
The general investment incentive system is intended to be transformed into a project-based structure focused on specific regional development needs.
Agricultural investments will encourage the conversion of by-products from farming into profitable products and strengthen the link between rural agriculture and urban industry.
The Local Development Initiative Program aims to provide financing for private-sector projects that offer technological solutions to regional problems and create local employment.
The roadmap also includes support for branding, certification and e-commerce infrastructure to help domestic products reach global export markets.
