A circular signed by President Recep Tayyip Erdoğan announced that Türkiye’s Artificial Intelligence Action Plan will be implemented for the 2026–2030 period. The plan aims to update Türkiye’s vision for a new era in which artificial intelligence’s transformative impact on public services, production models and social structures is growing.
The circular stated that countries’ competitiveness, productivity and technological independence are shaped by their capabilities in artificial intelligence. It noted that Türkiye had implemented its 2021–2025 National Artificial Intelligence Strategy and achieved significant gains during this process.
Cooperation model for the action plan
The action plan, covering the 2026–2030 period, was prepared under the coordination of the Ministry of Industry and Technology through cooperation among public institutions, the private sector, universities and civil society organizations.
The plan is intended to be implemented in line with the principles of human-centeredness, reliability, ethical responsibility, digital sovereignty and sustainable development. The circular emphasized the need for all stakeholders to act in coordination.
Priorities established
The action plan aims to increase awareness of artificial intelligence, develop a qualified workforce and strengthen data and computing infrastructure. Expanding artificial intelligence applications in the public and private sectors and creating an internationally competitive and reliable artificial intelligence ecosystem are also among the plan’s priorities.
Built on the principles of “Recognize, Benefit, Produce and Govern,” the plan aims to help Türkiye become a country that develops, produces and exports artificial intelligence technologies and governs them reliably. The circular called on public institutions and organizations to fulfill their duties and responsibilities under the plan.
Minister Kacır assesses the plan
Minister of Industry and Technology Mehmet Fatih Kacır said Türkiye would become one of the leading countries in artificial intelligence. Kacır said they would build a Türkiye that develops artificial intelligence technologies based on its own values and produces reliable products and services.
Kacır said artificial intelligence was not merely a technological field, noting that it was becoming one of the new determinants of economic prosperity, competitiveness and technological sovereignty. He announced that artificial intelligence solutions would be expanded in strategic fields such as industry, healthcare, education and public services.
Kacır also said Türkiye would be made a center for investment, talent and innovative technologies in artificial intelligence through its qualified workforce, research and development infrastructure, entrepreneurship ecosystem and production capabilities.
