MHP Chairman Devlet Bahçeli announced the 19 districts he proposed be made provinces under his party’s “100 provinces, 1,000 districts” project. Bahçeli unveiled the project to the Türkgün newspaper on November 1 and shared the list region by region in a new statement to the same newspaper.
According to the list announced by Bahçeli, the districts that could become provinces are as follows: Polatlı and Konya Ereğli in the Central Anatolia Region; Ünye, Vezirköprü and Zonguldak Ereğli in the Black Sea Region; Erciş, Doğubeyazıt and Ahlat in the Eastern Anatolia Region; Ergani, Midyat and Siverek in the Southeastern Anatolia Region; Elbistan, Kozan, Alanya and Tarsus in the Mediterranean Region; Fethiye and Akhisar in the Aegean Region; and Lüleburgaz and Bandırma in the Marmara Region.

“Many of our districts, particularly those with populations exceeding 100,000, essentially aspire to become provinces. However, without relying solely on population and taking other objective criteria into account, districts that could become provinces under the 100-province framework have been identified as of today,” Bahçeli said. He stressed that new provinces could be established again in the future and that this authority would depend on the legislative will of the Grand National Assembly of Türkiye, in line with the work of the relevant institutions.
Bahçeli said the 78 districts targeted for establishment could also be created under the proposed provinces or existing provinces, based on detailed studies at the provincial level. He said that if the project is implemented, public services—particularly education, healthcare, security and social services—would be provided to citizens more directly and administrative coordination would be strengthened. Bahçeli also proposed redefining the areas of responsibility of metropolitan and district municipalities and reorganizing the basic laws governing local administrations.
The number of provinces in Türkiye reached 81 in 1999, when Düzce became a province. If all 19 proposed districts become provinces, the total will rise to 100.
