Canada recorded a notable increase in the number of permanent residence permits for Turkish citizens. The figure rose from 870 in the first seven months of 2025 to 2,995 in the same period of 2026.
This represented an increase of 2,125 people over one year, while the growth rate was calculated at 244.3%.
The data cover only the first seven months of the year and do not show the total for all of 2026. The relatively low starting point of 870 people in the same period last year also contributed to the high growth rate.
Study permits issued to Turkish students rise by 50%
The number of study permits issued to Turkish citizens also increased. The figure rose from 805 in the first seven months of 2025 to 1,205 in the same period of 2026.
This change corresponds to an increase of approximately 49.7%.
Since a study permit provides temporary status in Canada, these figures do not directly mean that permanent residence has been obtained. In Canada’s immigration system, permanent residence, work permits, study permits and other temporary statuses are assessed under separate categories.
Canada tightens its immigration policy
The increase in the figures for Turkish citizens came at a time when Canada had begun implementing stricter policies, particularly regarding temporary migration.
The Canadian government aims to reduce the share of the temporary population in the total population to below 5% by the end of 2027 in order to ease pressure on housing, health care, education and other public services.
As part of this effort, the government aims to limit the number of international students and temporary workers, while immigration programs for skilled workers needed in certain sectors continue.
Health care, construction, technology, artificial intelligence, energy and advanced technology manufacturing are among the areas where labor needs are prominent.
Total increase across four countries reaches 63%
The total number of permanent residence permits issued to citizens of Türkiye, Iraq, Iran and Syria also rose from 7,870 in the first seven months of 2025 to 12,830 in the same period of 2026.
The total for the four countries increased by approximately 63%, while the 244.3% increase among Turkish citizens was higher in percentage terms.
