Restrictions on headscarves in schools in Azerbaijan drew protests at two locations in Türkiye on Tuesday evening. Hundreds of people gathered outside the Azerbaijani Embassy in Ankara and the Azerbaijani Consulate General in Istanbul, calling for the practice to end.
During the Istanbul protest, police imposed extensive security measures around the consulate, blocking the building’s entrance with police vehicles and keeping officers in the area throughout the demonstration. There were no reports of incidents or detentions.
"The hijab cannot be banned"
Protesters chanted, "The hijab is God’s command; it cannot be banned!" Speakers stressed that the headscarf is a religious obligation and urged that students’ right to education not be restricted.
The row began with reports that students and teachers wearing headscarves were turned away from schools as Azerbaijan enforced a school dress code that took effect in September. Protests have also been held at schools in more than 10 provinces in Azerbaijan, where 37 people were reportedly detained.

A war of words between Ankara and Baku
Turkish presidential chief adviser Oktay Saral said on Oct. 13 that barring headscarf-wearing students from education was unacceptable, while Azerbaijan’s ruling New Azerbaijan Party accused some Turkish political and media circles of a smear campaign. Foreign Minister Hakan Fidan is expected in Baku on Thursday for the CICA summit.
