Kremlin Spokesman Dmitry Peskov said Russia’s participation in the work of the Organization of Turkic States (OTS) would be “understandable, appropriate and natural.”
Responding to a question about a proposal by Kazakhstan President Kassym-Jomart Tokayev, Peskov said, “There are many regions in Russia whose peoples are Turkic in origin.”
Peskov stressed that the proposal concerned the participation of the Russian Federation as a whole, rather than individual regions. The Kremlin spokesman said Moscow had not yet received an official invitation and that the issue would also come up in contacts with Astana.

Proposal made at Ankara summit
At the OTS 13th Summit held in Ankara on October 29-30, Tokayev proposed two options for Russia’s participation: including it in the “OTS+” format created by the organization for cooperation with external partners, or granting it observer status.
Observer status allows regular participation in the organization’s events but does not grant voting rights in decision-making processes.
Members and observers
The full members of the OTS are Türkiye, Azerbaijan, Kazakhstan, Kyrgyzstan and Uzbekistan. Hungary, Turkmenistan and the Turkish Republic of Northern Cyprus hold observer status in the organization.
Most of the Turkic population in Russia lives in the republics of Tatarstan, Bashkortostan, Chuvashia and Sakha (Yakutia). Russia had not previously announced any plan to participate in the organization’s work.
