Scope of the investigation
The MASAK report recorded extensive links among Ümran Eğitim, Akdeniz Toros, Çamlıca Basım Yayın, İstanbul Hisar Turizm, Hisar Sağlık and Gümüşsoy Sevim Kuran Okutma Vakfı, particularly in terms of bank transfers and records of purchases and sales of goods.
It stated that financial transaction volumes and the value of purchases and sales of goods increased at a significant number of the companies examined, particularly after 2020 and more markedly from 2022 onward. Receiving money from payment institutions, high cash circulation, cash inflows made by partners whose sources required clarification, and the rapid transfer of these funds to other companies were listed among the common features in the report.
The report said there was suspicion that financial transactions whose sources were considered questionable may have been carried out as part of an organized operation. This reflects the assessment of the financial examination within the scope of the investigation and does not constitute a final court ruling.
On August 13, the Ankara Chief Public Prosecutor's Office issued detention warrants for 49 suspects as part of the investigation, and 33 suspects were apprehended. The investigation is being conducted into the alleged offenses of establishing and managing a criminal organization, membership in a criminal organization, laundering of assets derived from crime, fraud causing damage to public institutions and organizations, and violating the tax procedure law.
