Minister Yumaklı announced that agricultural insurance coverage will be expanded through TARSİM innovations to be implemented in 2027. The regulations aim to increase the protection offered to producers, particularly in the areas of frost, yield loss, floods, inundation, livestock, apiculture and greenhouse farming.
Yumaklı said they aim to mitigate the adverse effects of the climate crisis and natural disasters on agricultural production. He noted that insurance coverage is expanded each year to protect producers’ efforts.

16 more products added to frost coverage
Coverage under Crop Insurance and the Basic Insurance Package will be expanded. Walnuts, almonds, persimmons, mulberries, pomegranates, figs, kiwis, jujubes, loquats, medlars, cornelian cherries, rose hips, hawthorns, carobs, bananas and chestnuts will be added to frost coverage, which previously applied to apricots, apples, pears, quinces, peaches, nectarines, plums, cherries and sour cherries.

Triticale will also be covered under Income Protection Insurance, alongside wheat, barley and rye. In response to requests from producers, the pelemir crop will be included in TARSİM coverage.
The conditions for the start of hail coverage for perennial artichoke cultivation will be revised. The number of products covered against frost occurring before the start of the coverage period will increase from 9 to 25 starting in 2027. Sixteen products will also be added to the Basic Insurance Package, raising the number of products covered under the package to 25.
Yield insurance to be implemented in three provinces
Parcel-Based Yield Insurance provides parcel-level protection against yield losses affecting products covered by Village-Based Yield Insurance. The insurance, which covers yield losses primarily caused by drought, will begin to be piloted in Şanlıurfa and Kayseri following Tekirdağ.
The scheme is planned to be implemented across Türkiye after the pilot periods. In addition, yield losses in sugar beet seed production caused by wild boars eating male plants, as well as flood and inundation damage resulting from the opening of dam gates, will be covered.
Changes to livestock and apiculture insurance
For compulsory slaughter claims caused by infertility under cattle life insurance, the requirement for calving during the policy period will be moved to 120 days before the start of the policy. Under the comprehensive tariff, breeders will be able to insure their calves from the first day at their request.
Integration will be established between the Secure Electronic Ear Tag Tracking System and TARSİM to enable processes to be monitored more transparently and quickly. Landslide damage caused by snowfall will be included in apiculture insurance coverage, and the insured value of beehives will rise from 5,500 liras to 6,500 liras.

Discounts for greenhouse operators and veterans’ relatives
The coverage limit for greenhouse covering repair costs will increase from 6,500 liras to 8,500 liras. A 5% discount on policy premiums will be applied to modernized greenhouses, while the measurement tolerance in risk assessments will increase from 15% to 20%.
Relatives of veterans will also be able to benefit from the discounts available to martyrs’ relatives and veterans. Yumaklı said TARSİM began operating in 2006 under the Agricultural Insurance Law and was developed through cooperation among the public sector, private sector and civil society organizations.
Yumaklı said work continues to include insurable and measurable risks within the scope of coverage, adding that the 2027 regulations will further expand protection under agricultural insurance.
