Two matches in the round of 32 at the 2026 World Cup ended in penalty shootouts. The game between Germany and Paraguay ended 1-1, while Morocco and the Netherlands also drew. The penalties brought a historic defeat for Germany.
In the Germany-Paraguay match, both teams scored one goal in regular time. Germany took the lead with a goal by Jonathan Tah, but the referee disallowed it after a video assistant referee (VAR) review, citing a foul by Waldemar Anton on goalkeeper Orlando Gill. In the shootout, Gill made two saves, securing a 4-3 win for Paraguay. This was Germany's first penalty defeat in World Cup history.
In the other match, Morocco equalized against the Netherlands with a goal in the final minutes and advanced by winning the shootout 3-2.
How long is extra time?
If a knockout match is tied after 90 minutes of normal time, a 30-minute extra time period is played. This consists of two 15-minute halves. Teams change ends at halftime as in regular play.
When are penalty shootouts held?
If the extra time also ends in a draw, a penalty shootout is used to determine the winner. In this stage, players from both teams take turns shooting at goal.
Penalty shootout rules
- The referee selects the goal for the shootout by coin toss. A second coin toss usually decides which team takes the first kick.
- For the first five kicks, each team chooses five players. The kicks proceed in the order Team A, Team B, Team A, and so on.
- Only players on the field at the end of extra time may take part in the shootout; any player, including goalkeepers, can be a kicker.
- If the score remains level after five penalties each, sudden death begins. In each round, one penalty is taken per team; if one team scores and the other misses in the same pair, the shootout ends.
- During a penalty kick, the goalkeeper must remain on the goal line, between the posts, facing the kicker until the ball is struck. The goalkeeper may move sideways but cannot come forward.
