An unnamed Saudi source who spoke to Israeli public broadcaster Kan said Riyadh would not consider a normalization agreement with Israel as long as Benjamin Netanyahu remains prime minister.
The source said the Saudi leadership believes Netanyahu is seeking tension rather than peace. The source stressed that progress in relations depends solely on resolving the Palestinian issue fairly on the basis of a two-state solution.
According to the source, Saudi Arabia regards the question of who will be prime minister in Israel as an internal matter determined by the will of Israeli voters. However, Riyadh will assess any new government based on how ready it is to sit down and resolve the issue. The source also said they would not accept separating normalization from the Palestinian issue or linking it to narrower regional matters, such as security cooperation against the Houthis in Yemen.

The remarks came as consultations on forming a government in Israel continued after the election. President Isaac Herzog will announce on Sunday whom he will task with forming the government. During the consultations, Yashar! Party leader Gadi Eisenkot received the recommendations of 67 lawmakers, while 46 lawmakers recommended Netanyahu.
The Saudi government has made no official statement on the matter.
