Türkiye’s Directorate General of Civil Aviation (DGCA) and the Civil Aviation Committee of Kazakhstan’s Ministry of Transport signed a new memorandum of understanding to develop civil aviation relations between the two countries and expand air transport opportunities.
The transport talks held in Istanbul addressed ways to improve air links between the two countries. The protocol was signed by DGCA Director General Kemal Yüksek and Saltanat Tompiyeva, chair of the Civil Aviation Committee of Kazakhstan’s Ministry of Transport.
New opportunities in passenger transport
The new arrangement expands the existing passenger transport rights between Türkiye and Kazakhstan. Airlines were granted additional opportunities to plan their flights more flexibly in line with market conditions.
The arrangement provides for increased passenger capacity on flights from Istanbul to Kazakhstan’s major cities, particularly Astana and Almaty. Steps were also taken to improve air connectivity between other cities in the two countries through connecting services via Ankara, Antalya and Bodrum.
Permission for up to 38 cargo flights a week
Under the protocol, airlines from both countries were authorized to operate reciprocal scheduled cargo flights. The frequency of these flights may reach up to 38 per week.
The arrangement establishes conditions to provide more effective support for trade and logistics links between Türkiye and Kazakhstan through air cargo transport.
Cooperation to expand into other areas
The memorandum of understanding also covers the development of civil aviation cooperation beyond air transport alone. Joint work is planned in aviation safety and security, training, technical maintenance, ground services, airport operations and digitalization.
The DGCA announced that the updated flight points and air transport rights have created a stronger legal and operational basis for opening new routes between the two countries and increasing the number of flights on existing routes.
The protocol is expected to contribute to tourism, trade and reciprocal travel between Türkiye and Kazakhstan. The DGCA said efforts to strengthen the international air transport network and support Turkish airlines’ access to new markets are continuing.
