A new era that will shape Türkiye's vehicle inspection infrastructure over the next 20 years is officially beginning. The Ministry of Transport and Infrastructure, the Presidency of the Privatization Administration and TURKA, established by the MOI Joint Venture Group, signed the Vehicle Inspection Services Concession Agreement covering the 2027–2047 period in Ankara.
Following the tender held on February 24, 2025, and the completion of the legal, administrative and financial processes, TURKA will provide vehicle inspection services across Türkiye for 20 years starting August 15, 2027. An upfront payment of $1.72 billion was made to the Treasury as the operating rights fee for the next-generation vehicle inspection infrastructure to be established under an investment program worth approximately $3 billion.
Approximately 65% of the revenue generated throughout the term of the agreement will also be transferred to the public sector.
Minister of Transport and Infrastructure Abdulkadir Uraloğlu, Deputy Ministers of Transport and Infrastructure Osman Boyraz and Ahmet Hamdi Atalay, President of the Privatization Administration Bekir Emre Haykır, TURKA Board Chairman Halis Ezer and Spain's Ambassador to Ankara Cristina Latorre Sancho attended the signing ceremony held at the Ministry of Treasury and Finance's Presidency of the Privatization Administration.
“WE ARE LAYING THE FOUNDATIONS OF A NEW 20-YEAR ERA” Minister of Transport and Infrastructure Abdulkadir Uraloğlu said at the ceremony: “Today, we completed the tender process by signing the agreement. The installation of vehicle inspection stations in the field has begun. We will serve our citizens with a total of 352 vehicle inspection stations. We will minimize the human factor as much as possible.
As a vehicle enters the first station, the process will begin with a license plate recognition system. We will then establish a system in which the driver and technician are involved in the process as little as possible, the vehicle owner does not need to be present, and the entire process is automated, with its stages viewable on designated screens. The commissions charged on credit card payments were being passed directly on to vehicle owners or company owners.
We made this the contractor's responsibility by including it as a condition in the tender. When operations begin in August 2027, the credit card issue, including the problem of credit card commissions, will disappear. Türkiye will have everything that exists at the highest level anywhere in the world.”
Bekir Emre Haykır, president of the Privatization Administration, said the project stood out as one of the most notable and largest infrastructure investment and concession projects in recent years, not only in Türkiye but also in Europe, given its scale, financing structure and interest from international investors.
Haykır said, “This result is the clearest indication of international investors' confidence in our country, the sound foundations of our economy and a transparent, predictable investment environment.”
FINANCING CLOSED ON THE SAME DAY Halis Ezer, chairman of the TURKA board, who signed the agreement on behalf of TURKA, highlighted the responsibility they had assumed with the agreement, which marks the beginning of a new era in vehicle inspection services in Türkiye, and said: “We will bring next-generation inspection centers to our country that are worthy of the Türkiye Century and the vision outlined by our President.
We plan to establish a system that meets the needs of Türkiye's growing vehicle fleet, has strong technological infrastructure and high service capacity, complies with international standards, is sustainable and responds to the mobility needs of the future. We will work with a service approach centered on the satisfaction of our citizens that is fast, reliable and transparent.
Our goal is to put the new system into service as of August 15, 2027, in line with the planned schedule.” Ezer said the process was proceeding as planned from beginning to end and added: “We had a 90-day legal payment period ahead of us. Without waiting for this period, we immediately fulfilled our obligation and closed our financing on the same day we signed the agreement.
We will complete all the stations we committed to on time and put them into service,” he said. Ezer also stressed that all stages of the project would be carried out under the direction and administration of the Ministry of Transport and Infrastructure's General Directorate of Transport Services Regulation and under the Ministry's supervision and control.
Halis Ezer said field preparations had continued without interruption during the period leading up to the agreement, noting that agreements had been completed with 90% of business partners across Türkiye and that the stations would be integrated into the system according to the planned schedule under an investment program to be carried out simultaneously with more than 20 construction companies.
Ezer said the next-generation vehicle inspection station concept would be introduced to the public for the first time at a model station that will enter service shortly. NEW CAPACITY TO MEET DEMAND The number of vehicles registered in Türkiye has reached 34.5 million, while the annual number of vehicle inspections is approaching 16 million, including repeat procedures.
In a market where more than 1 million new vehicles enter traffic each year, the new infrastructure was planned with the capacity to meet rising demand. Under the investment program, which will be financed entirely by the private sector, 249 fixed and 103 mobile vehicle inspection stations and 900 inspection lanes will be established across all 81 provinces. The number of mobile stations, stipulated as 75 in the tender specifications, was initially increased to 103 to improve access to services.
The number of mobile stations may be increased in the coming period in line with assessments by the Ministry of Transport and Infrastructure and needs identified in the field. In the new era, vehicle inspection processes will be supported by artificial intelligence-powered image processing, a multi-point camera infrastructure and laser scanning technologies.
Appointment, information and result-viewing processes will be carried out through digital channels, while manual procedures will be minimized. The aim is to create a faster, more reliable and more efficient service infrastructure.
