Shelters being built across Türkiye’s 81 provinces for use in wars, crises and major natural disasters are nearing completion. According to Turkish media reports, the projects led by the Mass Housing Administration (TOKİ) have reached their final stage, with the aim of making the shelters ready for service soon.
The projects were launched on the instructions of President Recep Tayyip Erdoğan and decisions of the National Security Council. When the plan first emerged in summer 2025, officials said construction would be completed within 120 days of site approval.

The shelters are designed to provide about 1 square meter of net space per person and sustain basic living conditions for at least 21 days. A regulation published in November 2025 also made shelters mandatory in sports venues, shopping malls, parking garages and public gardens with a capacity of 5,000 or more, with shortcomings in existing buildings to be fixed by Dec. 31, 2028.
