Türkiye has entered a new phase in the process it is pursuing to completely end terrorism and strengthen social integration. The National Solidarity and Integration Coordination Board, established under Law No. 7595 on Strengthening National Solidarity and Social Integration, held its first meeting on August 24, 2026.
Vice President Cevdet Yılmaz chaired the meeting at the Presidential Complex.
Justice Minister Akın Gürlek, Foreign Minister Hakan Fidan, Interior Minister Mustafa Çiftçi, National Defense Minister Yaşar Güler, Secretary-General of the Presidency Hakkı Susmaz, head of the National Intelligence Organization İbrahim Kalın, and Secretary-General of the National Security Council Okay Memiş attended the meeting.
The board, which represents the highest-level institutions in the fields of security, intelligence, foreign policy, law and domestic affairs, has thus officially begun coordination efforts for the new period.
Four separate subcommissions established
The most important decision of the first meeting was to establish four subcommissions to oversee different aspects of the process.
The board decided to establish:
- Subcommission for the Coordination of Judicial and Legal Affairs
- Monitoring and Assessment Subcommission
- Social Cohesion and Integration Subcommission
- Disarmament and Strategic Coordination Subcommission
This structure shows that the process will address not only security and disarmament but also legal regulations, monitoring developments on the ground, and social integration.
Disarmament process to be monitored by a dedicated subcommission
The Disarmament and Strategic Coordination Subcommission stands out among the four bodies.
With the establishment of the subcommission, a separate mechanism has been created to ensure that developments related to the disarmament process are addressed in a coordinated manner among state institutions.
The Monitoring and Assessment Subcommission will be one of the key bodies responsible for tracking developments on the ground during the process.
The Subcommission for the Coordination of Judicial and Legal Affairs is expected to handle legal and administrative processes, while the Social Cohesion and Integration Subcommission is expected to focus on the social dimension of the process.
Administrative mechanisms activated after Law No. 7595
The legal basis for establishing the board is the Law No. 7595 on Strengthening National Solidarity and Social Integration.
The law entered into force on August 18, 2026. The administrative mechanisms envisaged for coordinating and monitoring the policies to be implemented during the process have consequently begun to take effect.
At the first board meeting, the highest-level coordination of the work to be carried out by the state institutions involved in the process was discussed in detail. The board’s working procedures, as well as the rules and principles governing its administration and direction, were also on the agenda.
Goal: Remove weapons and violence from the agenda entirely
A written statement issued after the meeting emphasized that the main goal of the process was to completely rid Türkiye and the region of terrorism.
The statement highlighted the goals of removing violence and weapons from the agenda entirely and strengthening social unity.
The government aims for the new legal and administrative mechanism to strengthen Türkiye’s domestic peace while also contributing to regional peace and security in response to instability beyond its borders.
High-level coordination among state institutions
The structure of the new board indicates that the next phase of the process will be carried out under broad state coordination.
The direct representation of the Foreign, Interior, National Defense and Justice ministries, as well as the National Intelligence Organization and the National Security Council, will enable work in the fields of security, diplomacy, intelligence and law to be monitored through a joint mechanism.
The four subcommissions established by the board will convey developments in their respective areas of work to the main coordination mechanism.
“Historic steps will be implemented with determination”
The statement issued after the first meeting also outlined the government’s position for the period ahead.
The statement said that state institutions would act in full coordination and that steps aimed at strengthening social integration would continue to be implemented with determination.
With the first meeting on August 24, the new mechanism established after Law No. 7595 entered into force has also begun its operational phase.
In the period ahead, the working methods of the four subcommissions, the legal steps to be taken, how the disarmament process on the ground will be monitored, and measures related to social integration will be among the key items on the agenda.
