In a report submitted to the United Nations (UN) General Assembly on October 26, the UN Independent International Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem, and Israel said Israel continues genocidal acts in Gaza with the intent to destroy Palestinians there, in whole or in part.
The commission, chaired by Srinivasan Muralidhar, said in its report that since the ceasefire in October 2025, the area of Gaza under Israel's control had grown from 53 percent to at least 60 percent. At least 196 people, including 43 children, were killed along the advancing line. According to data from the Palestinian Ministry of Health, the number of people killed in the year following the ceasefire exceeded 1,400.

The report also found that crimes against humanity had been committed in the West Bank, including extermination, persecution, torture, rape and other forms of sexual violence. In the West Bank, 254 people were killed in airstrikes between October 2023 and September 2026, compared with six between 2008 and October 2023. More than 34,000 people were displaced in the area, marking the largest wave of displacement there since 1967.
The commission described the events as “a widespread and systematic attack against Palestinian civilians” and “the product of state policy.”
Israel rejected the report. Israel's permanent mission in Geneva accused the commission of conducting “a disinformation campaign aimed at demonizing the State of Israel” and called for its dissolution. The commission was established by the UN Human Rights Council in 2021.
