Azerbaijan President Ilham Aliyev issued a message from in front of the second Victory Arch built in Khankendi to mark Victory Day on November 8. Aliyev said, "This is the second Victory Arch erected in honor of our glorious victory. The first is in Baku, and the second is here, in Khankendi."
Recalling that a Victory Museum stands next to the Victory Arch in Baku and contains the names of all the martyrs, Aliyev announced that a Victory Museum would also be established in Khankendi and that final work was under way. The museum will be housed in the city’s former executive authority building.
Aliyev described the building as "the cradle of policies of aggression and occupation against Azerbaijan" and "a den of evil." Saying, "When I visited that building in October 2023, after our glorious victory, the first thing I did was open its windows so that the evil spirit would leave," Aliyev said the "war criminals" who had occupied the building had received the punishment they deserved.
Aliyev said, "They wanted to come to Baku with tanks and drink tea in Baku. They were making arrogant statements because they thought some of their patrons were protecting them and that they could continue their policy of occupation forever. But we showed them who was who." Aliyev added, "Today, having received the punishment they deserved, they are drinking tea in Azerbaijan’s prisons."
In another video released by the Azerbaijani Presidency, Aliyev recalled that Armenia had built numerous lines of fortifications in the occupied territories, with six or seven defensive lines in some areas, and that the entire area had been mined. Saying, "The Armenian side believed that Azerbaijan could not liberate its territories by military means or that no one would allow it to do so. They were mistaken," Aliyev emphasized that the force behind the victory was the national spirit.
