An anonymous tip contained in a July 2020 FBI report, part of the Epstein files released by the U.S. Justice Department, has resurfaced in the British press as an "archive" story. The claim was first reported in February by Britain’s Mirror newspaper.
According to the tip, in the mid-1990s at Frogmore Cottage in Windsor, Ghislaine Maxwell subjected a girl believed to be 6 to 8 years old to electric shocks while she was strapped to a table. The tip alleges that Andrew Mountbatten-Windsor, then known as Prince Andrew, and several other men were present and watched.
An unverified claim

The allegation is not an FBI finding but an unverified tip logged in a report. There is no indication that the FBI verified it or acted on it, and the "shock collar" wording in the Mirror’s headline does not appear in the account. Legal experts note that the contents of a document do not by themselves establish facts.
Andrew denies all wrongdoing linked to Jeffrey Epstein and Maxwell. Maxwell, a close associate of Epstein, was convicted in 2021 of sex trafficking of minors and sentenced to 20 years in prison.
Andrew’s legal position
Andrew was arrested on Feb. 19 on suspicion of misconduct in public office and released the same day. With the investigation ongoing, police accepted in October that the warrants used to search his homes were unlawful.
