The Banking Regulation and Supervision Agency (BDDK) has introduced a new regulation on credit limits for development and investment banks. Excluding İstanbul Takas ve Saklama Bankası AŞ and İller Bankası AŞ, the ratio of the risk amount of loans that these banks can extend to a real or legal person or risk groups to core capital, on both a consolidated and unconsolidated basis, may no longer exceed 30 percent. Previously, this ratio ranged between 40 and 60 percent.
For loans extended to the bank's own risk group, the limit has been tightened further. In this context, the ratio of the risk amount to core capital has been reduced from the previous range of 35-55 percent to 25 percent.
The BDDK also set transition periods for compliance in case of existing breaches of credit limits. Breaches in loans extended to a real or legal person or risk groups must be resolved by April 1, 2027, while breaches in loans extended to the bank's own risk group must be resolved by October 1, 2026.
