The concession agreement marking the beginning of a new era in Turkey's vehicle inspection infrastructure was signed in Ankara. Following the completion of legal, administrative and financial processes after the tender held on February 24, 2025, Turka will provide vehicle inspection services across Turkey for 20 years starting from August 15, 2027.
$1.72 billion paid upfront
As part of the approximately $3 billion investment program, $1.72 billion was paid upfront to the Treasury as the operating rights fee. Around 65 percent of the revenues generated during the contract period will also be transferred to the public. The signing ceremony was attended by Minister of Transport and Infrastructure Abdulkadir Uraloğlu, Deputy Ministers Osman Boyraz and Ahmet Hamdi Atalay, Privatization Administration President Bekir Emre Haykır, Turka Chairman Halis Ezer, and Spanish Ambassador to Ankara Cristina Latorre Sancho.
103 mobile stations to be established
While the number of registered vehicles in Turkey has reached 34.5 million, the annual number of vehicle inspections, including repeat procedures, is approaching 16 million. The new infrastructure will consist of 249 fixed and 103 mobile vehicle inspection stations and 900 inspection lanes across 81 provinces, with investment fully financed by the private sector. The number of mobile stations, initially set at 75 in the specifications, was increased to 103 in the first phase to improve access to services; this number may be further increased in line with the Ministry's assessments.
AI and laser-assisted system
In the new era, vehicle inspection processes will be equipped with AI-powered image processing, multi-point camera infrastructure, and laser scanning technologies. Appointment scheduling, information, and result viewing will be conducted through digital channels, minimizing manual procedures. This aims to create a faster, more reliable, and efficient service infrastructure.
Turka emphasizes 'fast, reliable, and transparent service'
Turka Chairman Halis Ezer stated in his speech at the ceremony that they will establish next-generation inspection centers in line with the vision of the Turkish Century. Ezer, who said they will work with a fast, reliable, and transparent approach centered on citizen satisfaction, spoke as follows:
We plan to establish a system that is suitable for Turkey's growing vehicle fleet, with strong technological infrastructure and high service capacity, meeting international standards, sustainable, and responsive to future mobility needs. Our goal is to put the new system into service as of August 15, 2027, in line with the planned schedule.
Ezer emphasized that they fulfilled the obligation immediately without waiting for the payment period and closed the financing on the day the contract was signed, saying, "We will complete all the stations we have committed to on time and put them into service." Ezer noted that all phases of the project will be carried out under the direction and management of the General Directorate of Transport Services Regulation of the Ministry of Transport and Infrastructure, under the ministry's supervision and control, and added that the stations will be integrated into the system according to the planned schedule and that the next-generation concept will be introduced at a sample station soon.
