President Recep Tayyip Erdoğan sent a congratulatory letter to Azerbaijani President Ilham Aliyev on the occasion of the sixth anniversary of Azerbaijan's November 8 Victory Day. The letter, published on the website of the Azerbaijani presidency on November 7, began with the address, "Mr. President, my dear brother."
In his letter, Erdoğan said, "On the occasion of the sixth anniversary of Victory Day, which marked the liberation of the ancient Azerbaijani lands that had remained under occupation for 30 years, I convey my sincerest congratulations, on behalf of my people and myself, to all my Azerbaijani brothers and sisters, foremost Your Excellency." Erdoğan said Azerbaijan's just struggle had become a source of pride for the entire Turkic world and that the rapid progress in rebuilding the regions liberated from occupation was also a source of pride.

Referring to the "one nation, two states" understanding elevated to the highest level by the Shusha Declaration, Erdoğan said he believed the two countries would continue working in close cooperation and solidarity, both in bilateral relations and internationally. Erdoğan said, "The South Caucasus is now recognized not as a region of conflict and instability, but as a region of cooperation and development," and commemorated the martyrs with mercy.
Erdoğan had announced in remarks to journalists on his return from South Korea that he planned to visit Azerbaijan on November 8. In those remarks, Erdoğan said, "There is no obstacle our brotherhood cannot overcome."
