According to a report based on sources linked to the IRGC from Tasnim News Agency, Iran demands the release of at least part of its frozen assets as the first step in a possible memorandum of understanding with the United States. Iran emphasized that the released funds must be accessible to it. It is stated that the US has been trying in recent weeks to link the release of these assets to a final nuclear deal. According to the report, Iran wants part of the assets to be released at the start of the memorandum and a mechanism to be established for the release of the remainder during negotiations. Additionally, it was stated that the possible memorandum would ensure that the number of ships passing through the Strait of Hormuz in the Persian Gulf returns to pre-war levels within 30 days. The draft also states that the US naval blockade must be completely lifted within 30 days and that if the blockade continues, there will be no change in Hormuz traffic.
