Labor and Social Security Minister Vedat Işıkhan announced on Oct. 12 that applications have opened for the new term of the İŞKUR Youth Program, which President Recep Tayyip Erdoğan announced after a Cabinet meeting. The program’s quota for this term is 150,000 university students.
The program aims to prepare students for working life by employing them on their own university campuses without disrupting their studies. Participants work up to three days and 22.5 hours a week and receive a daily allowance of 1,375 liras for each day they actually attend. A student who attends 14 days in a month can earn 19,250 liras; monthly payments range from 6,875 to 19,250 liras depending on the number of days worked.

Who can apply?
The program is open to active students enrolled in formal, in-person associate, bachelor’s, master’s and doctoral programs at state universities, and each student can apply only to the program at their own university. Open-education and distance-learning students, as well as those whose enrollment is frozen or inactive, are not eligible.
Applicants must be citizens of the Republic of Türkiye, be at least 18, be registered with İŞKUR, not receive an old-age or disability pension, and not have held insured employment in the month before applying. Under the household income rule, the combined monthly earnings of everyone living at the same address must not exceed three times the net minimum wage; the rule does not apply to students living in dormitories. The conditions make no distinction between citizenship acquired by birth or later, while foreign nationals cannot apply.

How are applications and selection handled?
Applications are made through İŞKUR’s e-Şube portal and its other digital channels, as well as the ALO 170 hotline. Because each university announces its own application calendar, students should follow their university’s announcements. Participants are chosen by a lottery held before a notary. Students can serve in 30 different areas, while hazardous work and cleaning jobs are excluded. Participants may also hold another insured job while in the program. The government aims to reach 1 million university students by the end of 2028; details are available at guc.iskur.gov.tr.
