Italy’s Council of Ministers approved a decree banning the use in schools of face coverings that conceal a person’s identity, including the burqa and niqab. The decree also introduces a 30 percent cap on places in first-grade classes for certain foreign students.
Fines for face coverings
Under the regulation, covering the face in a way that prevents identity verification is prohibited, including during curricular and extracurricular school activities and school-family events. Specific exceptions are provided for health- or safety-related reasons.
Violations of the ban may result in administrative fines ranging from €200 to €1,000. If the violation is committed by a child, the fine will be imposed on the parent.
The government said the measures aim to support students’ integration into society and prevent the formation of what Meloni described as “ghetto-like classes.”
30 percent cap for foreign students
The decree limits to 30 percent the proportion of students without Italian citizenship who meet the specified conditions in first-grade classes. In primary schools, the cap will apply to students who were not born in Italy or who have not received at least two years of preschool education.
At the middle- and high-school levels, the measure will cover students without Italian citizenship who have not successfully completed at least three school years in the national education system.
Education Minister Giuseppe Valditara said that the proportion of foreign students exceeds 30 percent in approximately 34,000 classes. Valditara said the government aims to place greater emphasis on learning Italian as a tool for integration.
Language support for families
The regulation provides for intervention when serious and persistent language barriers within a family make it difficult for a child to integrate at school. Schools required to report such cases to social services will be able to arrange Italian-language courses for parents.
Failure to comply with these obligations may also result in administrative fines ranging from €200 to €1,000.
