Industry and Technology Minister Mehmet Fatih Kacır announced that the first version of the Turkish-language large language model BİLGE will soon be made available to developers. Kacır spoke at the session titled "Managing Responsibility in the Age of Artificial Intelligence" at the 10th TRT World Forum, held this year at the Istanbul Congress Center.
Stating that BİLGE would strengthen Türkiye's technological independence, Kacır said, "By making the first version of BİLGE available to developers very soon, we will enable our startups, researchers and companies to build new products and services on Türkiye's own artificial intelligence capabilities."
Kacır also outlined the goals of the 2030 Artificial Intelligence Action Plan: providing 5 million citizens with artificial intelligence literacy, training 10,000 advanced specialists and 100,000 professionals capable of applying these technologies across different sectors, and opening at least 2,000 public datasets to researchers. The plan aims to increase Türkiye's data center capacity to at least 1 gigawatt by 2030 and attract at least $10 billion in private-sector-led investment in data centers, cloud computing and artificial intelligence infrastructure.

The minister also said that 82,000 university students had so far gained artificial intelligence skills and that 9,000 researchers had benefited from the national supercomputer infrastructure. Kacır said work was under way on risk-based regulation for the safe use of artificial intelligence, adding that regulatory sandboxes would be established in priority sectors and that an Artificial Intelligence Ethics Council would be formed to provide guidance on privacy, preventing discrimination and child safety.
Kacır emphasized responsibility with the following words: "We can delegate authority to artificial intelligence, but we cannot delegate responsibility."
