The Medium-Term Program covering 2027-2029 aims to strengthen resource security in strategic areas in order to enhance economic security against global shocks, geopolitical tensions and competitive pressures.
Plans call for developing domestic production and innovation capacity to reduce dependence on foreign sources for critical products, technologies and services in energy, agriculture, food, health, technology and defense. Diversifying supply chains and deepening reliable cooperation in strategic areas are also among the program’s objectives.
Semiconductor and artificial intelligence capacity to be increased
The program envisages increasing domestic research, development, production and innovation capacity in the defense, health, semiconductor and artificial intelligence sectors to strengthen technological independence and economic security.
Support will be provided for transferring technologies developed in these fields to the economy and civilian areas of use. Efforts will be encouraged to increase interaction between defense industry technologies and civilian applications and to draw on the capabilities of the domestic defense industry in technology-intensive civilian procurements.
The program aims to expand the areas of use for defense industry products and increase the domestic contribution rate by promoting agile production methods.
Domestic production to be strengthened in health technologies
Research and product development activities aimed at developing vaccines, medicines, medical devices, diagnostic kits, biotechnological products and artificial intelligence-based health technologies will be supported in the health sector.
The program also envisages establishing modern facilities in Türkiye to produce semiconductor chips used in identification documents, passports and industrial applications. It aims to develop research, design, production and commercialization capabilities in the semiconductor sector.
Processes will also be established to bring data held by public institutions and organizations into compliance with standards that allow it to be used in artificial intelligence applications.
