Six generals from China's People's Liberation Army (PLA) have been expelled from their membership in the National People's Congress (NPC). The decision was announced following a meeting of the NPC Standing Committee, which functions as the country's legislative body, held this week.
The expelled generals include three generals and three lieutenant generals. Those removed were at the head of some of the military's most critical units.
Senior commanders expelled
The generals removed from NPC membership are: General Shu Shuxian, Director of the Armament Development Department responsible for defense modernization; General Guo Puxiao, Political Commissar of the Air Force Command; General Li Finbiao, Political Commissar of the Western Theater Command; Lieutenant General Wang Kangping, Commander of the Joint Logistics Support Force; Lieutenant General Yin Hongxing, Political Commissar of the Southern Theater Command; and Lieutenant General Cang Minghua, Commander of the Cyberspace Force.
These generals have also been expelled from the Chinese Communist Party. Expulsion from the party is seen as an indication that corruption investigations are being conducted against them.
Former officials also on the list
Those expelled from parliament were not limited to active generals. Ma Shinrui, former member of the Chinese Communist Party Politburo and former Party Secretary of the Xinjiang Uygur Autonomous Region; Guo Yonghan, former Guizhou Party Secretary; and Li Yunzi, former Director of the National Financial Regulatory Administration, were also removed from NPC membership. These individuals had previously faced corruption investigations.
Widespread corruption investigations in the military
As part of corruption investigations conducted over the past three years in the Chinese military, a large number of senior officers have been expelled from the military and the party, and their parliamentary memberships have been revoked.
The investigations initially targeted the PLA Rocket Force, responsible for nuclear weapons and long-range missiles that are vital for strategic deterrence, in 2023. In 2024, they extended to the Armament Development Department, which handles military procurement and modernization.
During this process, two former defense ministers, Wei Finhi and Li Shangfu, were tried on charges of bribery and abuse of power and sentenced to death with a two-year reprieve. Both had previously commanded units that were under investigation.
General He Weidong, one of the vice chairmen of the Central Military Commission (CMC), the military's highest decision-making body, and holding the country's second-highest military rank, as well as Admiral Miao Hua, Director of the Political Work Department, were also expelled from the military and the party due to investigations against them.
Investigations are said to have been launched against another CMC vice chairman, General Cang Yuxia, and Chief of the General Staff, General Liu Jinli. As a result of the investigations, nearly all CMC members and the chiefs of staff of force commands and theater commands were removed from their posts.
