Sudan’s Foreign Minister Muhyiddin Salim rejected a US statement that the Sudanese army, the Rapid Support Forces and the leaderships of these entities do not represent legitimate or constitutional authority.
Speaking at a press conference in New York, Salim said his government was open to dialogue but would not accept external intervention in the Sudanese government or the imposition of an outside solution. The governor of the Darfur region, Mini Arko Minawi, and Sudanese officials also attended the meeting.
Khartoum stresses sovereignty
The Sudanese foreign minister said the government’s position was based on a commitment to national sovereignty and Sudan’s territorial integrity. The Sudanese government rejected a statement by the US State Department on Wednesday and called on Washington to engage with it positively.
The US State Department said on Tuesday that the Sudanese Armed Forces, the Rapid Support Forces and the leaderships of these entities do not represent any legitimate or constitutional authority in Sudan.
War in Sudan and Jeddah talks
Salim argued that the war, which began on April 15, 2023, had been imposed on the Sudanese people. He alleged that external actors were financing and arming the conflict, and accused the Rapid Support Forces of rebelling against the army.
Salim said the Sudanese government had participated in negotiations held in Jeddah in May 2023, adding that the talks had produced agreements that could have contained the conflict at an early stage. Salim alleged that the Rapid Support Forces had backed away from those agreements.
The Sudanese army and the Rapid Support Forces signed a commitment document on the protection of civilians in Jeddah on May 11, 2023. The document included commitments to comply with international humanitarian law and facilitate humanitarian assistance.
Burhan’s US visa discussed
The Sudanese Foreign Ministry said the press conference also addressed the US decision not to grant Sudan’s Sovereignty Council Chairman Abdel Fattah al-Burhan an entry visa to attend the meetings of the United Nations General Assembly.
UN Secretary-General Antonio Guterres expressed concern over the failure to issue the visa. Sudanese authorities, meanwhile, raised the obligations of the US as the country hosting the UN headquarters.
Tens of thousands of people have been killed in the war between the army and the Rapid Support Forces in Sudan since April 2023. The fighting has triggered one of the world’s largest displacement crises.
