Treasury-owned properties will continue to be made available next year to support investment, agricultural production, urban renewal and renewable energy projects.
Annual land supply for investment projects
The supply of Treasury-owned properties will continue to provide land support for project-based investments. As part of investment incentives, 10 million square meters of property will be put up for tender each year through 2028 for education, agriculture, livestock farming, tourism and other investment areas.
During the first 8 months of this year, 6 million 738 thousand square meters of property were put up for tender for investments in these areas. Preliminary permits and easement rights were established for 24 thousand square meters of property against an investment amount of 174 million liras.
Lease agreements signed with 101,000 farmers
Treasury-owned properties or properties under the state's authority and control will continue to be used next year in projects supporting domestic agricultural production. Agricultural land owned by the Treasury is leased directly to users for up to 10 years, with rents calculated at half the ecrimisil amount set for the current year.
Those who fulfill their obligations at the end of the lease period are granted the right to extend the term, while those who use the land for 10 years are granted the right to purchase it directly. Lease agreements were signed with 101,000 farmers who met the requirements.
Under the latest regulation, the deadline for applying to benefit from the scheme was removed. Accordingly, citizens who apply will be able to benefit from a lease agreement instead of using the land in return for ecrimisil.
Leasing for medicinal and aromatic plants
Those wishing to grow medicinal and aromatic plants and ornamental plants are being offered easier access to leases of Treasury-owned properties in order to reduce imports of these products and produce them domestically.
Work will continue to put Treasury-owned properties up for tender to be leased to individuals or legal entities under specific programs. Since the scheme began in August 2018, 51.1 million square meters of property have been leased for growing medicinal and aromatic plants and ornamental plants.
Leases for afforestation to receive support
Afforestation leases will be supported for species including poplar, alder, eucalyptus, almond, Antep pistachio, olive, walnut, stone pine, Turkish red pine, cedar, fir, spruce and acacia. Provinces where these products can be grown with high yields will be identified, and Treasury-owned properties will be offered for this purpose.

This year, 5 million 957 thousand square meters of Treasury-owned property, primarily for walnuts, almonds and Antep pistachios, were leased for afforestation.
Land allocation for urban renewal and social housing projects
The transfer to implementing agencies of Treasury-owned properties designated as reserve areas or land development areas will continue in order to support urban renewal, meet housing needs and transform cities into areas more resilient to natural disasters.
This year, 31.6 million square meters of Treasury-owned property were allocated to the Urban Transformation Directorate for use as reserve areas. Approximately 1.5 million square meters of Treasury-owned property were transferred to TOKİ under the First Home, Land Project; approximately 16 million square meters under the Social Housing Project; and approximately 732 thousand square meters under the First Workplace Project.
Following the earthquakes centered in Kahramanmaraş, 3.3 million square meters of Treasury-owned property located in designated temporary and permanent settlement areas were transferred to TOKİ, along with 136 thousand square meters of unregistered land and 777 thousand square meters of property classified as pasture.
Use rights of up to 29 years for renewable energy investments
Treasury-owned properties will also be made available for renewable energy investments to combat climate change and increase the use of domestic resources in electricity generation.
Easement rights of up to 29 years are established in favor of investors so that consumers can meet their electricity needs from their own generation facilities and small-scale generation facilities can be brought into the economy.
Treasury-owned properties can also be used to establish unlicensed electricity generation facilities, primarily solar and wind power plants, without the obligation to obtain a license or establish a company.
Under this framework, 348 million 829 thousand square meters of Treasury-owned property have so far been put up for tender. Preliminary permits and easement rights were established for 688 properties covering 156 million 296 thousand square meters.
