Statement from the Ministry of Trade
The Ministry of Trade reported that recent news in some press and social media outlets claiming changes in the exemptions for goods brought in by passengers do not reflect the truth.
Current Limits Unchanged
In the ministry's statement, it was reminded that the exemption provisions for goods brought in by passengers were regulated by a Cabinet Decree issued in 2009. Accordingly, each passenger can bring in 1 kilogram of tea, 1 kilogram of instant soluble coffee, 1 kilogram of coffee, 1 kilogram of chocolate, and 1 kilogram of sugar-based food products tax-free for personal use.
Officials stated that there is a total limit of 2 kilograms in the category of chocolate or sugar-based food items, and emphasized that the passenger can use this entitlement entirely for a single product if they wish.
Additionally, excluding transit passengers, exemption also applies to goods brought in for personal and family use or as gifts that do not have a commercial nature.
Limits on Plant-Based Products
Exemption is granted for up to 3 kilograms of fresh and dried fruits and vegetables, and up to 1 kilogram for other plant-based products. Plant-based products exceeding these amounts are considered commercial quantities and evaluated according to relevant regulations.
Monetary Limits and Tax Rates
Goods with a total actual value not exceeding 430 euros per passenger are exempt from tax. For passengers under the age of 15, this limit is 150 euros. For goods with a value not exceeding 1,500 euros that do not have a commercial nature, single and fixed tax rates apply depending on the country of origin: 30 percent for goods from European Union countries, 60 percent for goods from other countries, plus an additional 20 percent tax for products listed in Annex (IV) of the Special Consumption Tax Law.
"Same Since 2009"
In its statement made to inform the public correctly, the ministry importantly announced that the exemption provisions and limits for goods brought in by passengers have been applied in the same way since 2009, and that no changes have been made recently.
