Türkiye’s Human Rights and Equality Institution (TİHEK) fined the municipality of Çanakkale 256,357 lira for violating the ban on discrimination by charging foreign nationals a higher fee for civil weddings.

The municipality charged Turkish citizens 2,500 lira but foreign nationals 25,000 lira. It argued that such ceremonies required more staff and resources and that the earlier free service had drawn applicants from across Türkiye. TİHEK found that the extra cost had not been demonstrated with concrete data and ruled the practice discriminated on the basis of race and ethnic origin.
